　　Q: Our bunkers frequently have casual water in them. The texture of sand in the bunkers is such that a ball dropped under Rule 25-1b(ii)(a) embeds itself in the wet sand to the depth of the ball or deeper. Would it be proper to make a Local Rule permitting a ball that embeds in a bunker after being dropped from casual water in the bunker to be re-dropped or placed?

　　A: No. It is not abnormal for a ball dropped in a bunker to embed itself in the sand.
